Clean up miscellaneous metafiles (#2981) The yarn.lock file is moved from //third_party to the root of the main repository. This is where other package metadata files (e.g. Cargo.lock and package.json) are also located.

Support cargo check (#1128) - Based on code from @qti3e and @piscisaureus in #724 and #1125 respectively. - TODO The DENO_BUILD_PATH env var must be supplied and must be an absolute path, this restriction should be removed in future work.

Ignore some files that facilitate editors. (#3337) Using an editor, such as VSCode, some of the plugins require some files locally to provide a good editing experience. These were removed from the repo, but allowing people to add them back locally but ensure they don't end up committed by accident would be helpful.
