refactor(cli/js/testing): Reduce testing interfaces (#4451)

* Reduce "testing" interfaces
* Use a callback instead of a generator for Deno.runTests()
* Default RunTestsOptions::reportToConsole to true
* Compose TestMessage into a single interface
