perf(ext/event): optimize addEventListener options converter (#20203)

This PR optimizes `addEventListener` by replacing
`webidl.createDictionaryConverter("AddEventListenerOptions", ...)` with
a custom options parsing function to avoid the overhead of `webidl`
methods
