revert: Remove deprecations of file sync APIs (#22085)

- `Deno.FsFile.dataSync` -> `Deno.FsFile.syncData`
- `Deno.FsFile.dataSyncSync` -> `Deno.FsFile.syncDataSync`

Also marks these APIs as unstable
