feat: Add sync APIs for "Deno.permissions" (#17019)
This commit adds sync versions of async APIs to "Deno.permissions" namespace. Following APIs were added: - "Deno.permissions.querySync" - "Deno.permissions.requestSync" - "Deno.permissions.revokeSync"
