fix(ext/node): rewrite X509Certificate resource and add publicKey() (#24988)

**Changes**:
- Remove unsafe usage, rewrite Rust representation with `yoke`.
- Implement `X509Certificate.prototype.publicKey()`

Fixes https://github.com/denoland/deno/issues/23307
