chore: define removal version in deprecated IO APIs (#21702)

Browse source 
This defines the removal version of v2 for the following APIs that
favour the Streams API:
* `Deno.copy()`
* `Deno.File`
* `Deno.iter()`
* `Deno.Buffer`
* `Deno.readAll()`
* `Deno.readAllSync()`
* `Deno.writeAll()`
* `Deno.writeAllSync()`
* `Deno.FsWatcher.return()`
