chore(ext/web): use Error.captureStackTrace in DOMException constructor (#23986)
This makes `DOMException`'s `stack` property behave the same as native
errors' – `stack` is now an own accessor property on every instance, and
the getter calls `Error.prepareStackTrace`.

Upgrades `deno_core` to 0.284.0.

fix(ext/web): ReadableStream.from() allows Iterable instead of IterableIterator (#23903)
`createAsyncFromSyncIterator(x)` which is used in
`ReadableStream.from()` expects `x` as `Iterable` but, previous
implements specify `Iterator` or `IterableIterator`. If it was
`IterableIterator`, it would work, but if it was `Iterator`, an
exception will occur.

Tests have been merged into WPT.

fix(ext/web): ReadableStream.from() ignores null Symbol.asyncIterator (#23910)
If `@@asyncIterator` is `null` or `undefined`, it should ignores and
fallback to `@@iterator`.

Tests have been merged into WPT.
https://github.com/web-platform-tests/wpt/pull/46374

The proposal of `ReadableStream.from` uses TC39 [GetIterator][] and
[GetMethod][] within it.
GetMethod treats null as undefined.
So if `@@asyncIterator` is `null` it should be ignored and fallback to
`@@iterator`.

[GetIterator]: https://tc39.es/ecma262/#sec-getiterator
[GetMethod]: https://tc39.es/ecma262/#sec-getmethod

```bash
> deno eval "ReadableStream.from({ [Symbol.asyncIterator]: null, [Symbol.iterator]: () => ({ next: () => ({ done: true }) }) }).pipeTo(new WritableStream())"
error: Uncaught (in promise) TypeError: obj[SymbolAsyncIterator] is not a function
ReadableStream.from({ [Symbol.asyncIterator]: null, [Symbol.iterator]: () => ({ next: () => ({ done: true }) }) }).pipeTo(new WritableStream())
fix(ext/web): fix potential leak of unread buffers (#23923)
Because the buffers are `MaybeUninit<V8Slice<u8>`, and the owner of the
`BoundedBufferChannel` is not obligated to read each and every bit of
data, we may find that some buffers were not automatically dropped if
unread by the time the `BoundedBufferChannelInner` is dropped.
Possible repro:
```
Deno.serve(() => new Response(new ReadableStream({ start(controller) { controller.enqueue(new Uint8Array(100_000_000))  } })));
```
```bash
while true; do curl localhost:8000 | dd count=1; done

fix(ext/web): update ongoing promise in async iterator return() method (#23642)
See https://github.com/whatwg/webidl/pull/1387 for context.

There are new WPT tests for this change in
https://github.com/web-platform-tests/wpt/pull/44456. They pass on my
local machine, but I'm not sure if I should update the WPT submodule for
all of Deno as part of this PR?

perf(ext/http): recover memory for serve and optimize AbortController (#23559)
Max rps without a signal is unchanged, however we can drastically reduce
memory usage by not creating the signal until needed, and we can
optimize the rps in the case where the signal is created.

With a quick memory benchmark, it looks like this helps pretty
drastically with # of GCs when benchmarking w/wrk:

fix(ext/web): Prevent (De-)CompressionStream resource leak on stream cancellation (#21199)
Based on #21074 and #20741 I was looking for further potential use cases
of `TransformStream` `cancel()` method, so here go `CompressionStream`
and `DecompressionStream`.

fix: strict type check for cross realms (#21669)
Deno v1.39 introduces `vm.runInNewContext`. This may cause problems when
using `Object.prototype.isPrototypeOf` to check built-in types.

```js
import vm from "node:vm";
const err = new Error();
const crossErr = vm.runInNewContext(`new Error()`);
console.assert( !(crossErr instanceof Error) );
console.assert( Object.getPrototypeOf(err) !== Object.getPrototypeOf(crossErr) );
```

This PR changes to check using internal slots solves them.

---

current:

```
> import vm from "node:vm";
undefined
> vm.runInNewContext(`new Error("message")`)
Error {}
> vm.runInNewContext(`new Date("2018-12-10T02:26:59.002Z")`)
Date {}
```

this PR:

```
> import vm from "node:vm";
undefined
> vm.runInNewContext(`new Error("message")`)
Error: message
    at <anonymous>:1:1
> vm.runInNewContext(`new Date("2018-12-10T02:26:59.002Z")`)
2018-12-10T02:26:59.002Z
```

chore: ensure that each op provided to ensureFastOps is only used once (#21689)
When we migrate to op-import-per-extension, we will want to ensure that
ops have one and only one place where they are imported. This tackles
the ops that are imported via `ensureFastOps`, but does not yet tackle
direct `ops` imports.

refactor: pull 'core', 'internals', 'primordials' from ES module (#21462)
This commit refactors how we access "core", "internals" and
"primordials" objects coming from `deno_core`, in our internal JavaScript code.

Instead of capturing them from "globalThis.__bootstrap" namespace, we
import them from recently added "ext:core/mod.js" file.

chore: bump deno_core and update tests (#21467)
Landing changes required for
https://github.com/denoland/deno_core/pull/359

We needed to update 99_main.js and a whole load of tests.

API changes:

- setPromiseRejectCallback becomes setUnhandledPromiseRejectionHandler.
The function is now called from eventLoopTick.
- The promiseRejectMacrotaskCallback no longer exists, as this is
automatically handled in eventLoopTick.
- ops.op_dispatch_exception now takes a second parameter: in_promise.
The preferred way to call this op is now reportUnhandledException or
reportUnhandledPromiseRejection.

feat(ext/web): add ImageData Web API (#21183)
Fixes #19288

Adds the `ImageData` Web API.

This would be beneficial to projects using `ImageData` as a convenient
transport layer for pixel data. This is common in Web Assembly projects
that manipulate images. Having this global available in Deno would
improve compatibility of existing JS libraries.

refactor: use resourceForReadableStream for fetch (#20217)
Switch `ext/fetch` over to `resourceForReadableStream` to simplify and
unify implementation with `ext/serve`. This allows us to work in Rust
with resources only.

Two additional changes made to `resourceForReadableStream` were
required:

- Add an optional length to `resourceForReadableStream` which translates
to `size_hint`
 - Fix a bug where writing to a closed stream that was full would panic
