Deno's module loader currently strips a shebang if a module file
starts with one. However, this is no longer necessary, since there is
a stage-3 TC39 that adds support for shebangs (or "hashbangs") to the
language (https://github.com/tc39/proposal-hashbang), and V8, `tsc`
and `swc` all support it.
Furthermore, stripping shebangs causes a correctness bug with JSON
modules, since a JSON file with a shebang should not parse as a JSON
module, yet it does with this stripping. This change fixes this.
This commit changes "deno coverage" command not to type check.
Instead of relying on infrastructure for module loading in "deno run";
the code now directly reaches into cache for original and transpiled
sources. In case sources are not available the error is returned to the
user, suggesting to first run "deno test --coverage" command.
This adds support for using in memory CA certificates for
`Deno.startTLS`, `Deno.connectTLS` and `Deno.createHttpClient`.
`certFile` is deprecated in `startTls` and `connectTls`, and removed
from `Deno.createHttpClient`.
This commit adds "--unsafely-treat-insecure-origin-as-secure" flag
that allows to disable SSL verification for all domains, or specific
domains if they were passed as an argument to the flag.

This commit adds "DENO_TLS_CA_STORE" env variable to support
optionally loading certificates from the users local certificate store.
This will allow them to successfully connect via tls with corporate
and self signed certs provided they have them installed in their keystore.
It also allows them to deal with revoked certs by simply updating
their keystore without having to upgrade Deno.
Currently supported values are "mozilla", "system" or empty value.
This commit adds blob URL support. Blob URLs are stored in a process
global storage, that can be accessed from all workers, and the module
loader. Blob URLs can be created using `URL.createObjectURL` and revoked
using `URL.revokeObjectURL`.
This commit does not add support for `fetch`ing blob URLs. This will be
added in a follow up commit.
This commit adds new binary target called "denort".
It is a "lite" version of "deno" binary that can only execute
code embedded inside the binary itself.

This commit moves Deno JS runtime, ops, permissions and
inspector implementation to new "deno_runtime" crate located
in "runtime/" directory.
