test(runtime): support Windows in resolve_from_cwd_absolute ( #18379 )
...
`current_dir().unwrap()` joined with a Path is equivalent to the
implementation in `resolve_from_cwd()`. Manually tested on Ubuntu 22.04
and Windows 11.

Uses unstable rustfmt features. Since dprint invokes `rustfmt` we do not
need to switch the cargo toolchain to nightly. Do we care about
formatting stability of our codebase across Rust versions? (I don't)

refactor: deno_runtime crate ( #8640 )

This commit moves Deno JS runtime, ops, permissions and
inspector implementation to new "deno_runtime" crate located
in "runtime/" directory.
