fix(check): attempt to resolve types from pkg before @types pkg (#24152)
I've been meaning to fix this for ages, but I finally ran into it here:

fix(ext/node): lossy UTF-8 read node_modules files (#24140)
Previously various reads of files in `node_modules` would error on
invalid UTF-8. These were cases involving:

- reading package.json from Rust
- reading package.json from JS
- reading CommonJS files from JS
- reading CommonJS files from Rust (for ESM translation)
- reading ESM files from Rust

refactor: remove PermissionsContainer in deno_runtime (#24119)
Also removes permissions being passed in for node resolution. It was
completely useless because we only checked it for reading package.json
files, but Deno reading package.json files for resolution is perfectly
fine.

My guess is this is also a perf improvement because Deno is doing less
work.

fix(ext/node): return cancelled flag in get_response_body_chunk op (#23962)
The flag lets us exit from read loop without throwing an error when
the stream is cancelled.

This fixes gRPC cancellation example.

fix(ext/node): fix grpc error_handling example (#23755)
gRPC depends only on the END_STREAM flag to emit "trailers" event which
is responsible to propagate the errors correctly. This patch uses
Body::is_end_stream() to determine if a stream will end and set the
END_STREAM flag.

fix(ext/node): homedir() getpwuid/SHGetKnownFolderPath fallback (#23841)
**Unix**: Returns the value of the HOME environment variable if it is
set even if it is an empty string. Otherwise, it tries to determine the
home directory by invoking the
[getpwuid_r](https://linux.die.net/man/3/getpwuid_r) function with the
UID of the current user.

**Windows**: Returns the value of the USERPROFILE environment variable
if it is set and it is not an empty string. Otherwise, it tries to
determine the home directory by invoking the
[SHGetKnownFolderPath](https://learn.microsoft.com/en-us/windows/win32/api/shlobj_core/nf-shlobj_core-shgetknownfolderpath)
function with
[FOLDERID_Profile](https://learn.microsoft.com/en-us/windows/win32/shell/knownfolderid).

feat(runtime): Allow embedders to perform additional access checks on file open (#23208)
Embedders may have special requirements around file opening, so we add a
new `check_open` permission check that is called as part of the file
open process.

perf(node): put pkg json into an Rc (#23156)
Was doing a bit of debugging on why some stuff is not working in a
personal project and ran a quick debug profile and saw it cloning the
pkg json a lot. We should put this in an Rc.

fix(ext/node): Match punycode module behavior to node (#22847)
Fixes #19214.

We were using the `idna` crate to implement our polyfill for
`punycode.toASCII` and `punycode.toUnicode`. The `idna` crate is
correct, and adheres to the IDNA2003/2008 spec, but it turns out
`node`'s implementations don't really follow any spec! Instead, node
splits the domain by `'.'` and punycode encodes/decodes each part. This
means that node's implementations will happily work on codepoints that
are disallowed by the IDNA specs, causing the error in #19214.

While fixing this, I went ahead and matched the node behavior on all of
the punycode functions and enabled node's punycode test in our
`node_compat` suite.

concatenating allocated strings. We can use `faster-hex` to improve it.

fix(node): use cppgc for managing X509Certificate (#21999)
Introduces the first cppgc backed Resource into Deno.

This fixes the memory leak when using `X509Certificate`

**Comparison**:

const r = Deno.readFileSync('cli/tests/node_compat/test/fixtures/keys/agent1-cert.pem');
