feat(ext/net): Refactor TCP socket listeners for future clustering mode (#23037) 
Changes:

- Implements a TCP socket listener that will allow for round-robin
load-balancing in-process.
 - Cleans up the raw networking code to make it easier to work with.

fix(ext/net): Improve ts types for network APIs (#23228) 
This currently fails to type-check in deno, but we know that listener is
a `Listener<TcpConn>` here and we should be able to improve the typing:

```
let listener = Deno.listen({ port: 0 });
console.log(listener.addr.port);

->

error: TS2339 [ERROR]: Property 'port' does not exist on type 'Addr'.
  Property 'port' does not exist on type 'UnixAddr'.
let listener = Deno.listen({ port: 0 }); console.log(listener.addr.port)
```

After:

```

Follow up to #22157.

This leaves us with 4 usages of `ensureFastOps()` in `deno` itself.
There's also about 150 usages of `Deno.core.ops.<op_name>` left as well.

refactor: set removal version for Deno.ListenTlsOptions.certFile, Deno.ListenTlsOptions.keyFile and Deno.ConnectTlsOptions.certFile (#22026) 
This change:
1. Sets the removal version for `Deno.ListenTlsOptions.certFile`,
`Deno.ListenTlsOptions.keyFile` and `Deno.ConnectTlsOptions.certFile`
for Deno v2, in favour of the `cert`, `key` and `caCerts` options,
respectively.
2. Replaces use of the deprecated options with the new recommended
options.

perf: remove opAsync (#21690) 
`opAsync` requires a lookup by name on each async call. This is a
mechanical translation of all opAsync calls to ensureFastOps.

The `opAsync` API on Deno.core will be removed at a later time.
