feat(ops): Fast zero copy string arguments ( #16777 )

Uses SeqOneByteString optimization to do zero-copy `&str` arguments in
fast calls.

- [x] Disable in async ops
- [x] Make it work with owned `String` with an extra alloc in fast path.
