perf(ext/http): recover memory for serve and optimize AbortController ( #23559 )

Max rps without a signal is unchanged, however we can drastically reduce
memory usage by not creating the signal until needed, and we can
optimize the rps in the case where the signal is created.
With a quick memory benchmark, it looks like this helps pretty
drastically with # of GCs when benchmarking w/wrk:

- canary: 1093

Instead of using async `recv()` method, it was replaced
with a poll based function that doesn't hold onto

Previously we were panicking if there was a pending read on a
port and `receiveMessageOnPort` was called. This is now fixed
by cancelling the pending read, trying to read a message and
resuming reading in a loop.

Splitting the sleep and interval ops allows us to detect an interval
timer. We also remove the use of the `op_async_void_deferred` call.
A future PR will be able to split the op sanitizer messages for timers

using `Object.prototype.isPrototypeOf` to check built-in types.

We needed to update 99_main.js and a whole load of tests.
API changes:
- setPromiseRejectCallback becomes setUnhandledPromiseRejectionHandler.
The function is now called from eventLoopTick.
- The promiseRejectMacrotaskCallback no longer exists, as this is
automatically handled in eventLoopTick.
- ops.op_dispatch_exception now takes a second parameter: in_promise.
The preferred way to call this op is now reportUnhandledException or
reportUnhandledPromiseRejection.

Fixes #19288
Adds the `ImageData` Web API.
This would be beneficial to projects using `ImageData` as a convenient
transport layer for pixel data. This is common in Web Assembly projects
that manipulate images. Having this global available in Deno would
improve compatibility of existing JS libraries.

Switch `ext/fetch` over to `resourceForReadableStream` to simplify and
unify implementation with `ext/serve`. This allows us to work in Rust
with resources only.
Two additional changes made to `resourceForReadableStream` were
required:
- Add an optional length to `resourceForReadableStream` which translates
to `size_hint`
- Fix a bug where writing to a closed stream that was full would panic

Fixes: #20569 by introducing a custom replacement for the tokio mpsc
channel that is byte-size backpressure-aware.
Using the testcase in the linked bug, we see all the small writes
aggregated into a single packet and HTTP frame.

refactor: rewrite ops that use 'deferred' to use 'op2(async(lazy))' ( #20303 )
...
Rewrites 3 ops that used "op(deferred)" to use "op2(async(lazy))"
instead.
This will allow us to remove codepath for handling "deferred" ops in
"deno_core".
