perf(compile): Do not checksum eszip content (#23839)
Related: https://github.com/denoland/eszip/pull/181

eszip < v0.69.0 hashes all its contents to ensure data integrity. This
feature is not necessary in Deno CLI as the binary integrity guarantee
is deemed an external responsibility (ie it is to be assumed that, if
necessary, the compiled binary will be checksumed externally prior to
being executed).

eszip >= v0.69.0 no longer performs this checksum by default. This
reduces the cold-start time of the compiled binaries, proportionally to
their size.

chore(tests): Introduce integration tests for jupyter subcommand (#23074)
Before this PR, we didn't have any integration tests set up for the
`jupyter` subcommand.

This PR adds a basic jupyter client and helpers for writing integration
tests for the jupyter kernel. A lot of the code here is boilerplate,
mainly around the message format for jupyter.

This also adds a few basic integration tests, most notably for
requesting execution of a snippet of code and getting the correct
results.

fix(publish): make include and exclude work (#22720)
1. Stops `deno publish` using some custom include/exclude behaviour from

4. Requests a X.509 signing certificate from Fulcio using the challenge
and ephemeral public key PEM.
5. Prepares a DSSE envelop for Rekor to witness. Posts an intoto entry
to Rekor and gets back the transparency log index.
6. Builds the provenance bundle and posts it to JSR.

perf: linter lsp memory leak fix and deno_graph executor (#22519)
Updates dependent crates which includes an investigation fix by @irbull
in Deno's LSP when linting code. Huge thanks to Ian for tracking down
this issue.

Also includes Divy's deno_graph executor change, which reduces memory
usage when loading jsr specifiers and makes them faster.

fix(ext/fs): make errors in tempfile creation clearer (#22498)
When using a prefix or suffix containing an invalid filename character,
it's not entirely clear where the errors come from. We make these errors
more consistent across platforms.

In addition, all permission prompts for tempfile and tempdir were
printing the same API name.

We also take the opportunity to make the tempfile random space larger by
2x (using a base32-encoded u64 rather than a hex-encoded u32).

feat(unstable): single checksum per JSR package in the lockfile (#22421)
This changes the lockfile to not store JSR specifiers in the "remote"
section. Instead a single JSR integrity is stored per package in the
lockfile, which is a hash of the version's `x.x.x_meta.json` file, which
contains hashes for every file in the package. The hashes in this file
are then compared against when loading.

Additionally, when using `{ "vendor": true }` in a deno.json, the files
can be modified without causing lockfile errors—the checksum is only
checked when copying into the vendor folder and not afterwards
(eventually we should add this behaviour for non-jsr specifiers as
well). As part of this change, the `vendor` folder creation is not
always automatic in the LSP and running an explicit cache command is
necessary. The code required to track checksums in the LSP would have
been too complex for this PR, so that all goes through deno_graph now.
The vendoring is still automatic when running from the CLI.

This introduces the `denort` binary - a slim version of deno without
tooling. The binary is used as the default for `deno compile`.

Improves `deno compile` final size by ~2.5x (141 MB -> 61 MB) on Linux

feat(lsp): jsr support first pass (#22382)
This implementation heavily depends on there being a lockfile, meaning
JSR specifiers will always diagnose as uncached unless it's there. In
practice this affects cases where a `deno.json` isn't being used. Our
NPM specifier support isn't subject to this.

The reason for this is that the version constraint solving code is
currently buried in `deno_graph` and not usable from the LSP, so the
only way to reuse that logic is the solved-version map in the lockfile's
`packages.specifiers`.

chore: move cli/tests/ -> tests/ (#22369)
This looks like a massive PR, but it's only a move from cli/tests ->
tests, and updates of relative paths for files.

This is the first step towards aggregate all of the integration test
files under tests/, which will lead to a set of integration tests that
can run without the CLI binary being built.

While we could leave these tests under `cli`, it would require us to
keep a more complex directory structure for the various test runners. In
addition, we have a lot of complexity to ignore various test files in
the `cli` project itself (cargo publish exclusion rules, autotests =
false, etc).

And finally, the `tests/` folder will eventually house the `test_ffi`,
`test_napi` and other testing code, reducing the size of the root repo
directory.

For easier review, the extremely large and noisy "move" is in the first
commit (with no changes -- just a move), while the remainder of the
changes to actual files is in the second commit.

fix: cache bust jsr deps on constraint failure (#22372)
Removes the `FileFetcher`'s internal cache because I don't believe it's
necessary (we already cache this kind of stuff in places like deno_graph
or config files in different places). Removing it fixes this bug because
this functionality was already implemented in deno_graph and lowers
memory usage of the CLI a little bit.

refactor: split integration tests from CLI (part 1) (#22308)
This PR separates integration tests from CLI tests into a new project
named `cli_tests`. This is a prerequisite for an integration test runner
that can work with either the CLI binary in the current project, or one
that is built ahead of time.

## Background

Rust does not have the concept of artifact dependencies yet
(https://github.com/rust-lang/cargo/issues/9096). Because of this, the
only way we can ensure a binary is built before running associated tests
is by hanging tests off the crate with the binary itself.

Unfortunately this means that to run those tests, you _must_ build the
binary and in the case of the deno executable that might be a 10 minute
wait in release mode.

## Implementation

To allow for tests to run with and without the requirement that the
binary is up-to-date, we split the integration tests into a project of
their own. As these tests would not require the binary to build itself
before being run as-is, we add a stub integration `[[test]]` target in
the `cli` project that invokes these tests using `cargo test`.

The stub test runner we add has `harness = false` so that we can get
access to a `main` function. This `main` function's sole job is to
`execvp` the command `cargo test -p deno_cli`, effectively "calling"
another cargo target.

This ensures that the deno executable is always correctly rebuilt before
running the stub test runner from `cli`, and gets us closer to be able
to run the entire integration test suite on arbitrary deno executables
(and therefore split the build into multiple phases).

The new `cli_tests` project lives within `cli` to avoid a large PR. In
later PRs, the test data will be split from the `cli` project. As there
are a few thousand files, it'll be better to do this as a completely
separate PR to avoid noise.

refactor(cli): Move op descriptions into Rust and prepare for op import (#22271)
This moves the op sanitizer descriptions into Rust code and prepares for
eventual op import from `ext:core/ops`. We cannot import these ops from
`ext:core/ops` as the testing infrastructure ops are not always present.

Changes:
- Op descriptions live in `cli` code and are currently accessible via an
op for the older sanitizer code
 - `phf` dep moved to workspace root so we can use it here
- `ops.op_XXX` changed to to `op_XXX` to prepare for op imports later
on.

feat: TC39 decorator proposal support (#22040)
This commit adds support for [TC39 Decorator
Proposal](https://github.com/tc39/proposal-decorators).

These decorators are only available in transpiled sources - ie.
non-JavaScript files (because of lack of support in V8).

This entails that "experimental TypeScript decorators" are not available
by default
and require to be configured, with a configuration like this:

```

fix(runtime): only discard extension sources if a snapshot is provided (#22023)
Fixes #21928.

We have a code path which empties the extension sources because they're
expected to be pre-executed in the snapshot. Instead of using
conditional compilation for that, we now just check if a snapshot was
provided.

Removes the `dont_use_runtime_snapshot` feature. We didn't allow not
providing a snapshot unless this feature was provided, now we always do.

Adds the `only_snapshotted_js_sources` feature for us to use in CLI.
This asserts that a snapshot is provided and gates the runtime
transpilation code so it isn't included in the executable.

feat(unstable): ability to resolve specifiers with no extension, specifiers for a directory, and TS files from JS extensions (#21464)
Adds an `--unstable-sloppy-imports` flag which supports the
following for `file:` specifiers:

* Allows writing `./mod` in a specifier to do extension probing.
- ex. `import { Example } from "./example"` instead of `import { Example
} from "./example.ts"`
* Allows writing `./routes` to do directory extension probing for files
like `./routes/index.ts`
* Allows writing `./mod.js` for *mod.ts* files.

This functionality is **NOT RECOMMENDED** for general use with Deno:

1. It's not as optimal for perf:
https://marvinh.dev/blog/speeding-up-javascript-ecosystem-part-2/
1. It makes tooling in the ecosystem more complex in order to have to
understand this.
1. The "Deno way" is to be explicit about what you're doing. It's better
in the long run.
1. It doesn't work if published to the Deno registry because doing stuff
like extension probing with remote specifiers would be incredibly slow.

This is instead only recommended to help with migrating existing
projects to Deno. For example, it's very useful for getting CJS projects
written with import/export declaration working in Deno without modifying
module specifiers and for supporting TS ESM projects written with
`./mod.js` specifiers.

This feature will output warnings to guide the user towards correcting
their specifiers. Additionally, quick fixes are provided in the LSP to
update these specifiers:

This commit removes some of the technical debt related 
to snapshotting JS code:
- "cli/ops/mod.rs" and "cli/build.rs" no longer define "cli" extension
which was not required anymore
- Cargo features for "deno_runtime" crate have been unified in
"cli/Cargo.toml"
- "cli/build.rs" uses "deno_runtime::snapshot::create_runtime_snapshot"
API
instead of copy-pasting the code
- "cli/js/99_main.js" was completely removed as it's not necessary
anymore

feat(compile): support discovering modules for more dynamic arguments (#21381)
This PR causes Deno to include more files in the graph based on how a
template literal looks that's provided to a dynamic import:

```ts
const file = await import(`./dir/${expr}`);
```

In this case, it will search the `dir` directory and descendant
directories for any .js/jsx/etc modules and include them in the graph.

To opt out of this behaviour, move the template literal to a separate
line:

```ts
const specifier = `./dir/${expr}`
const file = await import(specifier);
```

build(cli): allow to build without upgrade feature (#19910)
The self-upgrade feature is undesirable when deno is installed from
(Linux) distribution repository - using a system package manager. This
change will allow package maintainers to build deno with the "upgrade"
subcommand and background check disabled.

When the user runs `deno upgrade <args>` and the upgrade feature is
disabled, it will exit with error message explaining that this deno
binary was built without the upgrade feature.

Note: This patch is already used in the Alpine Linux’s
[deno](https://pkgs.alpinelinux.org/packages?name=deno) package.

This commit adds unstable workspace support. This is extremely
bare-bones and
minimal first-pass at this.

With this change `deno.json` supports specifying `workspaces` key, that
accepts a list of subdirectories. Each workspace can have its own import
map. It's required to specify a `"name"` and `"version"` properties in the
configuration file for the workspace:

chore(ext/node): use libz-sys w/zlib-ng feature in node (#21158)
We only want one zlib dependency.

Zlib dependencies are reorganized so they use a hidden
`__vendored_zlib_ng` flag in cli that enables zlib-ng for both libz-sys
(used by ext/node) and flate2 (used by deno_web).

feat(unstable): package manager (#20517)
Adds an experimental unstable built-in package manager to Deno, but it is
currently not usable because the registry infrastructure hasn't been
setup and it points to a non-existent url by default. The default
registry url can be configured via the `DENO_REGISTRY_URL` environment
variable.

feat: Add "deno jupyter" subcommand (#20337)
This commit adds "deno jupyter" subcommand which
provides a Deno kernel for Jupyter notebooks.

The implementation is mostly based on Deno's REPL and
reuses large parts of it (though there's some clean up that
needs to happen in follow up PRs). Not all functionality of
Jupyter kernel is implemented and some message type
are still not implemented (eg. "inspect_request") but
the kernel is fully working and provides all the capatibilities
that the Deno REPL has; including TypeScript transpilation
and npm packages support.

fix(ext/http): create a graceful shutdown API (#20387)
This PR implements a graceful shutdown API for Deno.serve, allowing all
current connections to drain from the server before shutting down, while
preventing new connections from being started or new transactions on
existing connections from being created.

We split the cancellation handle into two parts: a listener handle, and
a connection handle. A graceful shutdown cancels the listener only,
while allowing the connections to drain. The connection handle aborts
all futures. If the listener handle is cancelled, we put the connections
into graceful shutdown mode, which disables keep-alive on http/1.1 and
uses http/2 mechanisms for http/2 connections.

In addition, we now guarantee that all connections are complete or
cancelled, and all resources are cleaned up when the server `finished`
promise resolves -- we use a Rust-side server refcount for this.

Performance impact: does not appear to affect basic serving performance
by more than 1% (~126k -> ~125k)

fix(lsp): respect configured exclusions for testing APIs (#20427)
LSP testing APIs now obey the various file inclusion settings:
- Modules shown in the text explorer now respect the `exclude`,
`test.exclude` and `test.include` fields in `deno.json`, as well as
`deno.enablePaths` in VSCode settings.
- Modules with testing code lens now respect the `"exclude"`,
`test.exclude` and `test.include` fields in `deno.json`. Code lens
already respects `deno.enablePaths`.

feat(cli): allow --log-level=trace for additional deep debugging (#20426)
This allows us to opt in to extremely detailed tracing from dependency
libraries, like so:

```
cargo run --features tracing/log,tracing/max_level_trace -- test --log-level=trace -A --unstable ./cli/tests/unit/serve_test.ts 
```

It will not impact normal operation as it requires the
`tracing/max_level_trace` and `tracing/log` to be active.

Note that tracing is already a dependency -- this just makes it a direct
dep of cli so we can access its features more easily.

refactor(runtime): factor out code between build.rs and worker.rs (#20299)
Adds `runtime/shared.rs` which is imported by both `build.rs` and the
rest of the crate, containing utilities used by both.
Renames the `snapshot_from_snapshot` feature to
`exclude_runtime_main_js` since that's what it does and it's relevant
outside of snapshotting when `__runtime_js_sources` is specified.
