chore: rewrite tests and utils to use Deno.Command API (#16895)
Since "Deno.spawn()", "Deno.spawnSync()" and "Deno.spawnChild"
are getting deprecated, this commits rewrites all tests and utilities to
use "Deno.Command" API instead.
