refactor: load bytes in deno_graph (#22212)
Upgrades deno_graph to 0.64 where deno_graph is now responsible for
turning bytes into a string. This is in preparation for Wasm modules.

//! This module provides file formatting utilities using
//! [`dprint-plugin-typescript`](https://github.com/dprint/dprint-plugin-typescript).
//!
//! At the moment it is only consumed using CLI but in
//! the future it can be easily extended to provide
//! the same functions as ops available in JS runtime.
