This removes `ProcState` and replaces it with a new `CliFactory` which initializes our "service structs" on demand. This isn't a performance improvement at the moment for `deno run`, but might unlock performance improvements in the future.

//! This module provides file linting utilities using
//! [`deno_lint`](https://github.com/denoland/deno_lint).
//!
//! At the moment it is only consumed using CLI but in
//! the future it can be easily extended to provide
//! the same functions as ops available in JS runtime.
