refactor: clean up "cli/node/mod.rs" and "ext/node" (#17713)
This commit moves some code around from "cli/node/mod.rs" to
"ext/node". Additionally "ext/node" was changed to factor out
"ops.rs" and "polyfill.rs" modules.
