feat: add more Deno.errors classes (#19514)
This commit adds following new error classes:
- `Deno.errors.NotADirectory`
- `Deno.errors.FilesystemLoop`
- `Deno.errors.IsADirectory`
- `Deno.errors.NetworkUnreachable`
