Add support for import assertions (#598)
This commit adds support for import assertions.

Major changes include:
- removal of "ResolveCallback" (deprecated in V8) 
in favor of "ModuleResolveCallback"
- removal of "HostImportModuleDynamicallyCallback" (deprecated in V8)
in favor of "HostImportModuleDynamicallyWithImportAssertionsCallback"
