UX/Translation changes:
- new teams: remove redundant tooltips that don't add meaningful information

Modifies forms:

The forms are not completely rewritten to semantic HTML yet. The focus
of this change was on standard elements, some custom solutions were left
untouched for now.
- swaps the order fo permission radio buttons as per https://codeberg.org/forgejo/forgejo/issues/4983
- uses fieldsets to group related inputs
- ensures consistent styling across forms
- can be improved later, e.g. using horizontal lines between sections
- fixes: previous font size of labels was smaller than the font size of the help text
- help text are now part of the label, clicking them now also activates the input
- drop unused CSS (no required checkboxes in grouped class remain)
- playwright testing:
- move login boilerplate to utils
- automated form accessibility checking
- allow defining the scope, because legacy parts of the forms are not yet accessible
- assert some CSS properties that should not be overriden
- the Makefile adjustment was necessary, because eslint scanned some internal files in the tests/e2e/reports directory
- `.text-thin` and `.text-italic` are not present in CSS so were doing nothing and I removed them.
- `.text.middle` was unused so I removed it.
- `.text.italic` is replaced with `tw-italic`.
- `.text.normal` had exactly one use and it wasn't even needed.
- add a `muted` class to the link to `org_profile_avatar.tmpl`.

Per the discussion on #22054, the flow for adding a new team member to
an org is not intuitive for new Gitea users.
The ideal solution would be to add a new button on the Org > Members
index view (see the screenshot mockup in the issue description).
However, this would require a refactor of the UX for the flow. The
current flow has an implicit context of which team within the org the
new member is being added to ('Owners' by default). From the Members
index, there is no implicit context; the flow would have to add a picker
for which team the new member should be added to.
So, as a stopgap, this change simply adds a button to the Teams index
page that performs the same action as clicking on the title of the team
(a behavior that is currently too obscure as indicated in the comments
on the issue). This should reduce support burden and serve as a decent
temporary measure until the Add Member flow is refactored.

1. There is already `gt-ac`, so no need to introduce `flex-item-center`
2. The `flex-item-baseline` and `.flex-item-icon svg { margin-top: 1px
}` seem to be a tricky patch, they don't resolve the root problem, and
still cause misalignment in some cases.
* The root problem is: the "icon" needs to align with the sibling
"title"
* So, make the "icon" and the "title" both have the same height
3. `flex-text-inline` could only be used if the element is really
"inline", otherwise its `vertical-align` would make the box size change.
In most cases, `flex-text-block` is good enough.

Each change is tested manually line by line. There are too many changes
so I can't share dozens of screenshots.
In short:
1. `ui right` could be still used in `ui top attached header`, because
there is a special case.
2. A lot of `ui right` are just no-op, so they can be removed safely.
3. Some of the `ui right` should be replaced by `gt-float-right` (to
avoid breaking, leave them to the future).
4. A few of the `ui right` could be rewritten by flex.
So I found this [linter](https://github.com/Riverside-Healthcare/djlint)
which features a mode for go templates, so I gave it a try and it did
find a number of valid issue, like unbalanced tags etc. It also has a
number of bugs, I had to disable/workaround many issues.
Given that this linter is written in python, this does add a dependency
on `python` >= 3.8 and `poetry` to the development environment to be
able to run this linter locally.
- `e.g.` prefixes on placeholders are removed because the linter had a
false-positive on `placeholder="e.g. cn=Search"` for the `attr=value`
syntax and it's not ideal anyways to write `e.g.` into a placeholder
because a placeholder is meant to hold a sample value.
- In `templates/repo/settings/options.tmpl` I simplified the logic to
not conditionally create opening tags without closing tags because this
stuff confuses the linter (and possibly the reader as well).
Clarify the "link-action" behavior:
> // A "link-action" can post AJAX request to its "data-url"
> // Then the browser is redirect to: the "redirect" in response, or
"data-redirect" attribute, or current URL by reloading.
And enhance the "link-action" to support showing a modal dialog for
confirm. A similar general approach could also help PRs like

And a lot of duplicate code can be removed now. A good framework design

1. Give `.ui.ui.ui.container` a width of `1280px` with a max-width of
`calc(100vw - 64px)`, so the main contents looks better on large
devices.
2. Share styles for table elements in all levels settings pages to fix
overflow of runners table on mobile and for consistency (The headers on
mobile can be further improved, but haven't found a proper way yet).
3. Use [stackable
grid](https://fomantic-ui.com/collections/grid.html#stackable) and
[device column width](https://fomantic-ui.com/examples/responsive.html)
for responsiveness for some pages (repo/org collaborators settings
pages, org teams related page)
4. Fixed #24302 by sharing label related CSS in reporg.css

One of the steps in #23328
Before there were 3 different but similar functions: dict/Dict/mergeinto
The code was just copied & pasted, no test.
This PR defines a new stable `dict` function, it covers all the 3 old
functions behaviors, only +160 -171
Future developers do not need to think about or guess the different dict
functions, just use one: `dict`
Why use `dict` but not `Dict`? Because there are far more `dict` than
`Dict` in code already ......

To avoid duplicated load of the same data in an HTTP request, we can set
a context cache to do that. i.e. Some pages may load a user from a
database with the same id in different areas on the same page. But the
code is hidden in two different deep logic. How should we share the
user? As a result of this PR, now if both entry functions accept
`context.Context` as the first parameter and we just need to refactor
`GetUserByID` to reuse the user from the context cache. Then it will not
be loaded twice on an HTTP request.
But of course, sometimes we would like to reload an object from the
database, that's why `RemoveContextData` is also exposed.
The core context cache is here. It defines a new context

Then let's take a look at how `system.GetString` implement it.

First, it will check if context data include the setting object with the
key. If not, it will query from the global cache which may be memory or
a Redis cache. If not, it will get the object from the database. In the
end, if the object gets from the global cache or database, it will be
set into the context cache.
An object stored in the context cache will only be destroyed after the
context disappeared.
As discussed in #22847 the helpers in helpers.less need to have a
separate prefix as they are causing conflicts with fomantic styles
This will allow us to have the `.gt-hidden { display:none !important; }`
style that is needed to for the reverted PR.
Of note in doing this I have noticed that there was already a conflict
with at least one chroma style which this PR now avoids.
I've also added in the `gt-hidden` style that matches the tailwind one
and switched the code that needed it to use that.

Fomantic-UI's `.hidden` CSS class is badly designed.
* Checkbox elements do not need it in HTML, so this PR removes it (JS
adds the `.hidden` class back by `$('.ui.checkbox').checkbox()`)
* `menu transaction hidden` is still needed, and it should be the only
usage for the `.hidden` from now on (until they get refactored properly)
