Gusted f78e397dd6
[TESTS] Move CreateDeclarativeRepo to more accessible location
- This allows `CreateDeclarativeRepo` to be used by other testing
packages such as E2EE testing.
- Removes unused function in `services/webhook/sourcehut/builds_test.go`.
