refactor: add deno_npm_cache crate (#27200) 
Extracting out more code from the CLI for reuse elsewhere (still more
work to do, but this is a start).

This is the code for extracting npm tarballs and saving information in
the npm cache in the global deno_dir.

This crate is a work in progress:

  1. Remove deno_core dependency.
  2. Remove anyhow dependency.
  3. Add a clippy.toml file that bans accessing the file system directory and instead does it through a trait.
  4. Make this crate work in Wasm.
  5. Refactor to store npm packument in a single place: https://github.com/denoland/deno/issues/27198
